It is reasonable for an agent or the landlord to ask for the property to be de-infested and professionally cleaned, to include carpets, soft furnishings & curtains at the end of the tenancy - read here for further info.

An excuse that the property was dirty or unclean on your move in will not work, you have signed an agreement to say that you will leave the property in good order on your departure and the landlord or agent may look for a contribution from your deposit if they think the property has not been cleaned to standard.
